Here are the steps:
For non-NTP user:
Step 1: Click on the 'Register' link in the top left box on homepage.
Step 2: Fill in the registration form.
For existing NTP user:
Step 1: Click here and login as Travel Portal member.
Step 2: Fill in the Online Query form. The Package Reference Code will form the Subject line.
Step 3: Click Submit
